Aid for Cycling in 2024 in France: Prime Velo

As part of the government's Cycling Plan, benefiting from an investment of 2 billion euros spread between 2023 and 2027, major adjustments take effect from January 1, 2024. The first interministerial cycling and walking committee, in accordance with the commitments made during the launch of the 2023-2027 Cycling and Walking Plan by the Prime Minister, recently decided to extend purchasing aid until the end of the plan in 2027. This decision is accompanied by a significant step forward: the opening of this aid to used bicycles sold by professionals from January 1, 2024.

However, an important subtlety is worth emphasizing: only used bikes purchased from professionals are eligible. Transactions between individuals do not benefit from this opportunity. In addition, it is crucial to note that the benefit of the purchase bonus for used bikes can only be done once: the bonus can only be received once.

Bike Bonus: Important Details to Know

Any adult resident in France and wishing to buy a bicycle can benefit from financial support from the State, in the form of an ecological incentive of up to 2,000 euros, under certain conditions. Since January 1, 2024, this incentive even applies to the purchase of a used bicycle. It is important to note that an individual can only receive this incentive once, and the bike must not be resold within twelve months of acquisition.

To be eligible for this incentive, it is necessary to demonstrate a reference tax income per unit less than or equal to 14,089 euros. People with disabilities are also entitled to this incentive if they benefit from the disabled adult allowance (AAH), the disability compensation benefit (PCH), the increase for independent living (MVA), the education allowance for disabled children (AEEH) or hold a disability card.

Regarding the amount of government aid, it is set at 40% of the acquisition cost, with a limit of 150 euros for a classic bicycle. For the most modest incomes, this aid can reach 400 euros for an electric model and 2,000 euros for a cargo bike intended for transporting people or goods, or adapted to the needs of individuals with disabilities.

In addition to the ecological bonus, the conversion bonus can also finance part of the purchase of an electric bike, if it is intended to become your default means of transport and you wish to scrap your old car. (petrol or Diesel). This is the same assistance also regarding the purchase of a car, a scooter or an electric motorcycle. To benefit from it, you must scrap a diesel car dating from before 2011 or a gasoline car registered for the first time before 2006. The amount of this bonus is then set at 40% of the acquisition price of the electrically assisted bicycle, in the limit of 3,000 euros for the lowest incomes.
